    "content": "I also want to speak to the function under Schedule Four of the Constitution being a devolved one. I would like to urge Members to consider this. If counties are going to do physical planning, who is going to develop a policy upon which that physical planning is going to take place? After the counties have prepared their plans, who is going to integrate those county plans to create a national plan? Even though surveying and planning is devolved under Schedule Four of the Constitution, it is a considered opinion that a function of the national level should be retained to coordinate those planning activities at the counties as well as integrate development plans into a national physical development plan. That function must be done by somebody. There are those who imagine that this should be the work of the NLC. I would like to read out Article 67(2)(h) which gives the function of the NLC as far as planning is concerned. It says:- “The functions of NLC are to monitor and have oversight responsibilities over land use planning throughout the country.” I beg to question. If one is to monitor and oversee land use planning throughout the country, how can you be the same person then doing it? Who will oversee you?"
