    "content": "I cannot leave out the fact that has been raised by a number of Hon. Members and that is the element of corruption in our country. It is impossible to have all these beautiful Bills and have the most fantastic Constitution in the world. Is it possible to live to the expectations of our Constitution and the Bills that we are passing in this House, if we are not able to control corruption and bring order and discipline in our bureaucracy? This is the fundamental aspect that this Bill must have; it must have the teeth and the power to be able to take action against those who are not able to follow its instruction provisions. It will be good if that element is enforced in a number of the clauses in it to make sure that not only does it lay the ground for better planning, society and urban centers, but can also The electronic version of the Official Hansard Report is for information purposesonly.
