    "content": "If you go through this Bill very carefully it stipulates clearly how we should plan our towns, cities and rural areas; we have a lot of migration from rural areas to towns. This Bill states clearly that it is the role of country governments to make sure that--- Population is increasing and development increasing in rural areas. Without proper planning we will always have problems in this country; that is the reason a few years ago you saw the Government demolishing structures to pave way for a railway line, a road or another public facility."
