    "content": "Thank you, Hon. Deputy Speaker. I was afraid I may not get a minute to contribute to this important Bill. From the outset, I want to say that one of the most important things at any level of development is physical planning. It contributes to a more balanced and less wasteful use of land and financial resources. In the past, the focus has been basically on urban development, and particularly the layout of new residential areas and other land use areas. However, this Bill seeks to address physical planning in our rural areas."
