"content": "Mr. Speaker, Sir, it is true that roads are just one aspect of the solution towards reducing the congestion that we have in the city. If we are to have any long lasting solution, we must involve all other stakeholders. I want to assure the hon. Member that all other Ministries concerned, including the Ministry of Nairobi Metropolitan Development, Ministry of Transport, the police department and all others, are involved in this exercise. The Ministry of Transport in particular has been trying to look at the possibility of reducing the 14 seater matatu and increasing the capacity. This is one of the challenges that we have. We have so many vehicles, but the numbers of people they are carrying are fewer. So, I believe as the hon. Member has alluded that we need a more comprehensive approach in terms of dealing with the congestion that we have in the city."
