    "content": "Mr. Speaker, Sir, the World Bank did not withdraw from the Nairobi Urban Toll Road. It actually withdrew from financing the consortium that had won. This means that if any other consortium whose record had no problem had won the tender, we would not have had a problem. So, the World Bank has no problem with the Ministry, but the consortium as was constituted. The World Bank had been involved in the project from procurement to the last stage. Therefore, the allegations by the hon. Member about senior staff of my Ministry or any other Government body having had an interest in that consortium are completely misplaced."
