    "content": "The other issue is the fact that the cost of investigation, if indeed, a public officer has refused to perform his or her duty, is borne by the CAJ. They are supposed to do investigations at their own cost. I indulge the Mover of the Bill to look at this in cases where the CAJ says that they do not have money to investigate why a certain individual did not provide information as requested by an applicant. That is an issue that we need to look at under Clause 24."
