    "content": "As far as health information and care is concerned, even with devolved healthcare, we should have clear follow up mechanisms and supervision for the services that are provided. The devolved health facilities are in deplorable conditions. The leaders who are entrusted with this function at the county level are doing very little. There is big risk when people cannot access health services and many lives are lost. People cannot afford health care services. It is important to have referral hospitals in every county to provide the necessary medicines."
