    "content": "We are going to see this Fund address the question of National Hospital Insurance Fund (NHIF). At the moment the CDF Act, 2013 does not pay NHIF. While it meets the cost of bursary for students, at the moment it does not pay NHIF. We are proposing in this Bill that it includes NHIF payments. For that matter, we are proposing to increase the allocation to bursaries and what I am now calling social security from the current 25 per cent to 35 per cent. If your constituency is allocated Kshs100 million, an amount of not more than Kshs35 million will go to social security, which includes bursaries for students."
