    "content": "Part II Section 4(ii) of the Bill will make the new CDF. The new little CDF will operate in conformity with Article 206(ii) (c) of the Constitution. I am trying to put the relevance the Committee had put on the new Bill. Part IV, Section 22(a) ensures that there will be no duplication of projects as had been the case previously. In this respect, it will be difficult for corruption to take place as before. It was possible for the projects to be duplicated between the projects carried out by the MCAs and CDF."
