    "content": "Mr. Speaker, Sir, I have confessed that we are aware of the operations that the two companies have been doing. They might not be legal but are irregular as I have said. Lately, we have partnered with the Ministry of Co-operative Development and Marketing and we have issued instructions to all vehicle operators to join SACCOs so as to eliminate transport cartels and reduce congestion on the road. We do not want to paralyse the transport industry and that is why we have taken the soft approach. We have had consultative meetings with the Ministry of Co-operative Development and Marketing and the operators of these buses and matatu organizations and we have agreed on the way forward. One of the conditions is that they have to form SACCOs. If Kenya Bus Service has to operate then each of its members has to comply, first, with the rules of the co- operative society that he has joined and of course with the law. So, we are also on the right track working on that."
