    "content": "Mr. Speaker, Sir, I will not be in a position to enumerate the rules and regulations right now because I do not have them with me. However, on franchising, I have said that my Ministry has been overtaken by events. This is because we are formulating new rules under the SACCOs and companies that the transport operators have formed. We extended the registration of these SACCOs and companies up to the end this month when we should come up with a blue print of the new rules and regulations that will be followed in the transport industry."
