    "content": " Mr. Speaker, Sir, I rise, pursuant to Standing Order No.45, to seek for a statement from the Chairperson of the Committee on Finance, Commerce and Budget, concerning the purported decision by the Governor of the Central Bank of Kenya (CBK) to suspend the licensing of new commercial banks in the country. In the statement, the Chairperson should address the following:- (1) The economic, monetary and statutory reasons that necessitated the Governor of the CBK into taking such a drastic decision. (2) The provisions of the CBK Act that give the powers to the Governor to issue such a directive. (3) Whether the Governor of the CBK is aware that such pronouncements and/or decisions interfere with the fundamentals of a free-market economy. (4) Whether, in so doing, the Governor of the CBK is working at the behest of/or under pressure of the large local and international banks and financial institutions that want to create a monopolistic stronghold in the country’s financial market. (5) Whether the Governor of the CBK is planning to subject this far-reaching policy decision to public participation."
