    "content": "done, moving headquarters of a county from one constituency to another will not be simple, when we have legislation in place. It will be a big challenge because no constituency or community had an arrangement where the headquarters were placed in their midst. When infrastructure is put in place, you want to move the headquarters to another location in the name of making room for legislation like this. In as much as the Mediation Committee has given us very good alternatives and ways of doing it, I want to plead that nobody in their sound mind will move the headquarters of counties away from where they were in 1992. The Constitution placed a lot of objectivity in terms of districts remaining where they were."
