    "content": "Hon. Temporary Deputy Chairlady, I beg to move:- THAT Clause 50 of the Bill be amended in sub-clause (1) by deleting paragraph (a). This provision attempts to preclude judicial review and powers of the High Court which are granted under the Constitution. This sub-section will hinder the taxpayers from accessing justice to the highest court. Therefore, it is unconstitutional. It should be removed in entirety because all the decisions should be available to higher courts. If we have this clause in the Bill, it means that we will be removing the constitutional rights of taxpayers. Therefore, we are proposing that we delete paragraph (a)."
