    "content": " Mr. Temporary Chairman, Sir, I have an issue with what Sen. Sang said. My understanding is that the regulations come to the House. We either approve them as they are or if we take issues with any, we move a deletion. If we think that the originating Ministry needs to recast, then we completely annul a regulation. We can also report that we have annulled another one and tell them to recast it in another way. That is my understanding. That is how we have done in the previous engagement. When you take them back and ask that they are re-done, we shall be turning this House into a rubberstamp. This House is not a rubberstamp.
