    "content": "Thank you, Mr. Temporary Chairman, Sir. I beg to move:- THAT, clause 9 of the Bill be amended in paragraph (b) by deleting the word “ten” appearing immediately after the words “and at least” in the opening paragraph and substituting therefor the word “seven”. This particular clause deals with the whole issue of the person who is going to be qualified to be the Chairperson of this particular board. If we look at the number of years of experience, the comment that came when we were debating in the House is that 10 years of experience means that we will not have any youthful person. This is because, by the time somebody has 10 years of experience, we might end up with people who are not very young. There was a feeling that it is important to incorporate the youth. We decided to amend the clause by reducing the years of experience from 10 to seven years. We also thought that somebody with seven years of experience is also in a good position to contribute to such a board. Thank you, Mr. Temporary Chairman, Sir."
