    "content": "Thank you, Mr. Temporary Chairperson, Sir. I beg to Move:- THAT, Clause 37 of the Bill be amended in sub-clause (1)(b) by deleting subparagraph (i) and substituting therefor the following new subparagraph – (i) the financial statements of the Authority including— (a) a statement of the income and expenditure of the Authority during that year; and (b) a statement of the assets and liabilities of the Authority as at the last day of that year;” Mr. Temporary Chairperson, Sir, this clause deals with accountability with regard to the statements that the Authority will be giving. This amendment has been inspired by the comments made by Sen. Mutula Kilonzo Jnr. on the Floor of the House. He said that we have to be very specific that at the end of the day a statement of the income of expenditure and income of the Authority should be done and tabulated for that year. These statements should then be submitted to both the Senate and the respective Ministry or Cabinet Secretary (CS). A statement of assets and liabilities of the Authority as of the last day of that year should also be listed as part of general accountability. That way, it is easy for any person doing an audit to understand which assets and liabilities exist and, therefore, make any necessary interventions at the right time."
