"content": "On a point of order, Mr. Deputy Speaker, Sir. I am worried about the direction the Minister is taking. The issue of issuance of identity cards across the country is a big problem. People cannot get jobs. We now have people who have finished Form Four but cannot get identity cards. This is in the Constitution which supersedes anything the Minister may think. I have heard the Minister talking in funerals expressing his frustrations. Is he in order to come here and assume that it is okay to break the Constitution which he himself was out there singing â bado mapambano â for people to pass it?"
