First of all, it is a right for every Kenyan to have an identity card and I will not argue about that because it is already in our Constitution. Even if it was not in our Constitution, we still penalized Kenyans for not registering, if they have not registered on time. So, it has been in our law and there is no question about that. The issue is not even money because I have money. The Ninth Parliament allocated my Ministry Kshs2 billion to continue with registration, and I have not utilized that money because of procurement problems. So, I want to say that---"
