    "content": "Mr. Deputy Speaker, Sir, I have been listening to the Minister and I want to take this to the next level. The Minister knows that Government of Kenya paid billions of shillings to a French company for the contract for the production of identity cards. We want an assurance from the Minister. Is it not possible for him to have an interim arrangement with a Kenyan company? The problem has been that there is over-reliance on this Government and over-confidence on foreigners at the expense of locals, whom he can sit and agree with, because they suffer like we do. They can understand and issue those identity cards and wait to be paid even in 2012. Could the Minister enter into such an arrangement with a local company so that these billions do not get out of the country?"
