I think the distinguished Senator for Kisumu has unconditionally apologised but I was a little worried when he initially said that he is withdrawing because of the “most powerful Chair.” I do not know whether he was withdrawing because the Chair is powerful or because he was out of order. I am concerned about this because next time I may be addressing the House and I may be intimidated on the basis that the Chair is the most powerful rather than obeying the rules of the House. May I get a clarification from the distinguished Senator?"
