    "content": "I want to urge our colleagues to support the recommendations of the Mediation Committee and urge those centralists; those people who do not believe in devolution, those people who do not want any resources to go to the counties to know that their days are numbered. The country has changed, the Constitution has changed and any person living in the past has no place in a Mediation Committee like this. This is a committee where reasonable people go and look at the issues, give and take and arrive at a reasonable decision. I beg to support."
