    "content": "Mr. Deputy Speaker, Sir, I rise to contribute to this important Motion. From the outset, I am very uncomfortable with the criteria because despite the fact that the CRA has been there for two years, it does not seem to have changed the criteria substantially, especially to conform with the requirements of the Constitution. The Constitution requires that in arriving at the criteria, the following items must be looked at as indicated in Article 203(d) of the Constitution, which states:- “The need to ensure that county governments are able to perform the functions allocated to them.” Mr. Deputy Speaker, Sir, we are not told how this criteria relates to the functions or how it will help the counties to perform their functions. In the case of Trans Nzoia County, for instance, we recognize the fact that agriculture has been devolved.
