Is it in order for the Chairman to try and scare Members by insinuating that a delay in the passing or the failure to pass this formula would mean that Members will have to stay with the other formula for three years, when the law does not say so? It actually gives us an opportunity to renegotiate and we can do that in a day or two days. Is that really in order? Is he not misleading the House?"
