One of the parameters that Members did not seem to have understood and which some of the Members have raised a lot of concern about is population. I want to clarify on it. Population is a key parameter because all over the world in anything that you deal with people, it is the numbers that count. When we vote, when we create constituencies, counties and all those institutions, people go by the population. This is because when you are allocating money for health, you are buying medicine for people. I want to mention this because one of the Members who raised concern is from Isiolo.
