It is impossible to protect the interests of the counties if we are playing no role in matters of national planning, use of the resources, how they are collected, how they are budgeted for at the national level and so on. If you think about the Fourth Schedule of the Constitution which is very clear about matters of functions, we know that there are functions that are exclusive to the county and national Governments. There are functions that are overlapping and concurrent. If you look at all these functions, if the national Government is going to do policy and the county governments are going to implement those policies, then it means there is a close relationship; no wonder Article 6 of the Constitution talks about co- operation and consultation between the two levels of Government.
