    "content": "Thank you, Mr. Deputy Speaker, Sir. I wish to second this Motion. It is true that hon. Members need time to go to their constituencies and address issues of development. At the same time, the Government needs time to look at itself. I would like to suggest that the Government takes this opportunity and takes the Cabinet for a retreat. During the retreat, the two principals should read the riot act to the Ministers. I have a very powerful suggestion that one principal reads the riot act to two Ministers, in particular, Mr. Kenyatta and Mr. Samoei. The other principal should read the riot act to Mr. Kajwang and Mr. Orengo. People are tired of seeing wars and wars within the Cabinet."
