It states that:- “Upon a Motion, other than a Motion by way of amendment to a question proposed by the Speaker, a Senator may Second by rising in his or her place and signifying acquiescence by bowing the head without speaking and such Senator shall, thereby, reserve the rights of speech as the Senator would have had if some other Senator had seconded such Motion” So, Sen.
