    "content": "Mr. Deputy Speaker, Sir, first, let me congratulate my colleague, Sen. (Prof.) Lonyangapuo, for bringing this important Bill to the House. I believe that when the Government does wrong, it should be criticized. But when it does right it should also be congratulated and supported. The Senate should congratulate the Jubilee Government, especially, since Maj-Gen. Nkaisserry was appointed to the security docket, security in this country has seriously improved.
