    "content": "Mr. Deputy Speaker, Sir, you know that the law regarding the recruitment of the Inspector-General has been changed and the President can recruit directly. I know that if Sen. Kiraitu is appointed by the President, he is not likely to say “no”. Having been to some areas like Mandera, I am urging the Government to make sure that this tool is properly used. For example, in Mandera, we found situations where some of the positions which should go to the local people are occupied by people from other parts of the country, who would not understand the language and how people live in any particular community. I hope that in recruiting the police reservists, we will get the local people with the knowledge and tools to help us deal with insecurity in the country as a whole.
