First, the recruitment of these particular reservists should not only be distributed evenly, but the recruitment itself should also be fair so that all counties benefit from this recruitment. Therefore, when we start doing this recruitment, we must make sure that we make up for those counties and make sure that the recruitment is evenly distributed in all the counties.
