    "content": "Thank you, Mr. Deputy Speaker, Sir. First of all, let me congratulate the proponent of this Bill, Sen. (Prof.) Lonyangapuo. My plea to the national Government when this Act is operationalized would be that we include, especially the teachers who are serving in terror-prone or insecure areas like Mandera, Moyale and even Wajir. This is a very important Bill when we pass it and the Teachers Service Commission (TSC) should not be threatening teachers left, right and centre. Give them the facilities; let them be trained so that when they are deployed in those areas, they will be safer. On the issue of insecurity of the teachers, the Government may just have fears that if they transferred those teachers, they would have acknowledged that they have failed to secure them. So, my take is that this Bill has come at the right time and I support it. Thank you, Mr. Deputy Speaker, Sir."
