I am not challenging the provisions of Standing Order No.77(5), but we also know that when we vote on matters affecting counties, we vote as delegations and not as individuals. That is why when the name of Sen. Mike Sonko is called, it is Beth Mugo who stands up to vote because she has a proxy to vote. When Kisii is called, it is Sen. Obure, but Sen. Ong’era stands up to vote on behalf of the delegation. So, we must not isolate Standing Orders and read them away from the Constitution. I have the liberty to say “my entire delegation”. I represent people. I am here in plural terms."
