    "content": "Mr. Deputy Speaker, Sir, there are national matters. When we approved the nominees of the Commission for Revenue Allocation and the Commission for the Implementation of the Constitution, I was very proud as Kenyan. We talk about quality in this House. We talk about merit. At no time did I hear anybody saying this person is from this or that tribe. They were vetted by the relevant departmental committees of this House. However, the actual processing was done by the Public Service Commission (PSC). Recently we heard some leaders casting aspersion on PSC. A leader said it is not appropriately constituted. Why do we not sit back for a moment and appreciate the work done by some of the institutions of this country? I do not know the individuals in the PSC, but when they do a good job, let us commend them. Let us not condemn them for the sake of it. The same Commission should be in a position to recruit next set of officers. They do not constitute themselves. Why do we want to attack them when they cannot defend themselves on the Floor of this House or in political fora? Lets us not condemn them, but acknowledge and appreciate some of the good work they have done."
