    "content": "Mr. Deputy Speaker, Sir, for the last 20 years, the Kenyan Government has tried to give Somalia a government, but what has happened? Today, we are told the people of Mandera and northern Kenya are in the thick of a war or warlike activities. We are unable to cope with the drought situation in northern Kenya; the Kenyan foreign policy must be very clear. The people of northern Kenya who border that country are going to be the victims of any warlike activities. The Ministry of Foreign Affairs and the Kenya Government should not be the ones to choose the suitable government for the people of Somalia. In 2005, there was the Islamic Courts Union. Today, we are being told that AlShabaab is an offshoot of Al Qaeda . That notwithstanding, we want to make it very clear, as the leadership of northern Kenya, to the Government not once but twice, that we have no business in meddling in the affairs of that country."
