    "content": "Mr. Deputy Speaker, Sir, in the same connection, we have to talk about our universities. The results came out and it shows that only 24,000 students out of 97,000 will make it to university. It is important that we have a clear marshal plan from the Government in terms of expanding university opportunity. We have talked about a university or a technical institution for every county. Therefore, we should put in more resources towards this end. If we put in another Kshs10 billion to university education, we can improve access greatly and do not have to worry too much about universities having to generate money by admitting students who can afford to pay and exclude those who cannot."
