    "content": "The principles of devolution under Article 10 of the Constitution permeate both levels of Government. The existing institutions that were there like the National Assembly, national Government and Ministries of the national Government were required to calibrate themselves and change to fit in the new order. For those of us who go to church, it would be like saying that all those institutions that existed before 2010 must be born again to enter into the new order that is the new constitutional order of this new Republic. Mr. Speaker, Sir, when we formed these new institutions, a devolved system of Government was critical and many people may never understand why it is necessary to have the Senate. I would invite them to read a paper that I co-authored with a staff of the National Assembly about the role of the Senate and bicameralism.
