    "content": "Mr. Speaker, Sir, when we were children we used to be told that there is a group of small men with big heads in Congo called pygmies. When you meet a pygmy, he will ask you “Where did you first see me?” You have to tell him “I saw you 10 kilometres away towering over every tree.” Then he will say “you are a good man, go on.” If you tell him “I have just seen you here,” he will knock you down. History tells us that men of small stature have difficulties in human relationships. They are vindictive, pernicious, and malicious and do all the wrong things for all the wrong reasons."
