    "content": "Mr. Speaker, Sir, it is very unfortunate that we always find ourselves in this same position as a constitutional House of this country. Several other times when various processes have been conducted, we have always found ourselves in the same position where many would then tend to think that we have been reduced to cry babies. It must be clear that we always have to register our voice to the processes that are going on in this country. I also think that many Members of the National Assembly still have hangovers of the old constitution and how we used to run this country. They have not accepted that we have a new Constitution in place. This Constitution is no longer new anymore. This Constitution is our guiding principle and it has put two Houses to govern this country."
