I think the “Lower House” suffers from what I call a very low quotient in both wisdom and experience. By all intents and purposes, this House has a higher quotient in both wisdom and experience. It is just an objective fact that down there, wisdom and experience is on the lower side of things. That is why I want to explain oversight very clearly so that we understand what it means."
