    "content": "Mr. Speaker, Sir, it is ironical that the Senate should be refused the Kshs1.1 billion because of a lame reason which is not even true, as Sen. (Prof.) Lonyangapuo has stated. Those regulations were not in place. If we have to proceed with that interpretation, those regulations were not in place. Therefore, the Senate was not entitled to Kshs1.1 billion, then that same reasoning should be with even greater force, because we are not talking about legislation, but amendment of the Constitution on matters of the CDF."
