    "content": "Thank you, hon. Speaker. We all appreciate the tremendous efforts that the CDF Chair has made with respect to the issue at hand. We have also been deeply encouraged by your position on this matter, especially because we know who will suffer. The small difficulty we have is that the Budget Policy Statement (BPS) is with the Committees and, as we speak, it is being prosecuted. We had hoped that the Chairs of Committees would appear before the Budget and Appropriations Committee tomorrow morning. Unless you indulge us so that we table the Report late next week because of the Kamukunji tomorrow, it will be very difficult for us to meet the deadline. We have a two- week window between the day the Report was tabled - which is last week on Tuesday - and the day I am supposed to table the Report in the House.
