    "content": "The allegation of changing the internal organisation structure of the Commission was not proven. The Committee established that consultations were still ongoing with the National Treasury upon approval by the Commission. The swearing in of Ms. Dona Mokeira to take minutes on behalf of the CEO was a resolution of the board for purposes of confidentially, upon the request by the CEO to be assisted in taking minutes. The Committee, however, observed that good governance requires that the holder of the duty delegates it. This is in appendix three."
