    "content": "Article 6 of the Constitution talks about the two levels of Government being distinct, but interdependent. The court said that CDF must fall within the county government. They are forgetting that there is the national Government. The court did not look at the position that we have got the national Government, which also has got functions. The court wants to put us together with the county governments without knowing that the Constitution provides for functions which are to be carried out by the national Government. Members of Parliament deal with issues of education and security. There are other matters that we have given to the county governments such as agriculture, water and health."
