    "content": "All of us live in the constituencies and counties and we see what happens. It is interesting to note that some of the governors now that they like crowds, go to education functions just to sit there. They are not attending to hospitals where people are dying day and night. It is a matter that we really need to consider. We had a meeting and we said that the money allocated to the CDF is not a lot; it is only two-and-a-half per cent of the national revenue. Compare that with the over 40 per cent that we are giving to county governments. We are now concluding the law on procurement. It is important that we have these laws in place."
