    "content": "Constitution are alive to the fact of implementation of CDF development initiatives. This is what we will lose if we allow this Fund to go away. Of course, there is the issue of accountability. Members of Parliament, being representatives of the people and the main oversight arm of Government, feel obliged to account to the citizenry and to the electorate. That is actually a guarantee that there will be accountability. Indeed, the citizens have the opportunity to vote out a Member of Parliament if he does not represent them effectively in matters of CDF."
