    "content": "Thank you, hon. Temporary Deputy Speaker. I support what we are discussing today, but there is one point that I want to bring to the attention of the Members. We oversee the national Government and not the county governments. Why did the judges not rule that this money should go to the national Government and not to the county governments? We are not MCAs. This kitty is donated by the national Government and if there are irregularities, the money should go back to the national Government. That should be the ruling if, indeed, they were looking at the facts in terms of how we operate. That is the first point that I want to raise. Even common sense tells you clearly that there is bias in the ruling."
