    "content": "Mr. Deputy Speaker, Sir, I would like to congratulate the Deputy Prime Minister and Minister for Local Government for the answer. However, these markets affect all of us as Members of Parliament. Most of them have not taken off as we expected through the ESP. Considering that this is a grant, is it possible for the Minister to create a Fund like the CDF, so that this money addresses itself to a certain market and at the end of the financial year in June, it does not go back to the Treasury, but is earmarked to continue developing that market, so that we do not lose the opportunity to have markets in our constituencies?"
