"content": "Hon. Speaker, pursuant to Standing Order No.33(1), I wish to seek leave to move a Motion to adjourn the House for the purpose of discussing the deteriorating security situation in Baringo South Constituency, Baringo County. Provision of security to each and every citizen is a key requirement for continued stability and sustainable economic prosperity of the nation. Indeed, Article 238(1) of the Constitution provides that national security entails the protection against internal and external threats to Kenya’s territorial integrity and sovereignty, its people, their rights, freedoms, property, peace, stability, prosperity and other national interests. Since 2005, Mukutani Ward in Baringo South Constituency has been under attack by bandits. We are deeply concerned that since the beginning of this year, over 11 primary schools have not yet been opened. Several schools are being vandalized and houses are being burnt down. In addition, one secondary school and 30 nursery schools have been closed indefinitely. During the same period, 72 people been killed, 52 injured, over 25,000 people rendered homeless, over 14,000 goats and about 8,000 cattle stolen. In the past two weeks, innocent residents have been robbed and killed in cold blood. Looting and destruction of property is going on in broad daylight. I, therefore, seek for adjournment of the House to urge the Government to move with speed to restore peace and order by dealing with the bandits that are causing unrest in Mukutani Ward, Mochongoi and its environs.
